This reform is an important milestone towards achieving a rights-respecting legal framework, not only for men who have sex with men but the entire community. Together with leading international and regional experts they discussed HIV, the law and human rights to relation to the specific national laws in the region that impact the response to HIV. The aim was to better support effective and rights-based legal responses to the epidemic. This regional strategy is an all-encompassing plan that highlights the importance of human rights in any HIV intervention.

Pacific Island countries and territories PICTs are diverse; political regimes, cultural norms and languages vary widely. The forms of sex work undertaken across the Pacific are as diverse as the social, economic and political contexts in which they are situated. Reliable information on sex work in PICTs is fragmented and incomplete. However, characteristic forms of sex work include: paid sex with seafarers, women boarding boats, and the provision of sex to affluent locals, tourists, business travellers or migrant workers.

Anthropological studies of human sexual behavior traditionally are difficult to conduct and to interpret. Usually this is because so much of any sexual behavior is private and must be understood through reporting by others rather than through direct observation.
Islanders: Sex at 12 is tradition Agencies Updated: A group of women on Pitcairn Island in the South Pacific are standing by their men, who face underage sex charges, saying having sex at age 12 is a tradition dating back to 18th century mutineers who settled on the island. Villagers are worried if the men are convicted, they could lose use of longboats, vital to the island's existence. A handful of Pitcairn women have told reporters on the eve of a trial that sex with young pubescent girls is always consensual and that the sex charges against their men is an attempt by Britain to close their island, home to a few dozen people.
